Can you paint eggshell over a semi gloss?

ALWAYS PRIME!! I'ts hard to believe that they would paint eggshell over a glossy surface without priming. The only way to get a professional looking finish is to start all over. Lightly sand all surfaces, prime, and paint again. By the way, the painters should absorb all the cost of a new paint job.
