Would it be right for the US to unilaterally take action against Iran prior to..?

Would it be right for the US to unilaterally take military action against Iran prior to the new president coming in? Would an authorisation by George Bush to attack military installations in Iran in a pre-emptive strike to put back Iran's supposed nuclear program be acceptable in the last three months of his term. Basically he would start a conflict of sorts with Iran then dump the problem onto the new government.
