Why do people dress-up as victims ie. Madeleine McCann?

I'm not really looking for answers like 'cos they're sick'. It's not a recent thing. Salvador Dali dressed up as the Lindbergh baby in the '30s, and that was supposedly an act of surrealism. Are there any interesting explanations out there?
